Chairman Begeman's letter states the reason for the information request is to promote transparency and should continue to be reported quarterly through 2019. “Accessorial” revenue includes charges that are assessed against shippers, such as diverting a shipment in transit, ordering a railcar but releasing it empty, weighing a railcar, tendering one railroad's car to another railroad without a line-haul move, special train or switching services, or releasing a railcar with incomplete or incorrect shipping instructions. Of the two Class I railroads in Nebraska, BNSF led the way in demurrage charge revenue and UP led the way in accessorial charge revenue. Nationally, CSX Transportation Co. was the highest revenue generator with a total of $365.68 million.
The information reported by each carrier can be accessed at the STB website's “non-docketed public correspondence” page.
