The American Association of Feed Control Officials (AAFCO) proposes model rules and regulations generally adopted by most state regulatory agencies eventually. In Nebraska, the state feed control agency (Nebraska Department of Agriculture) determines whether and when to propose changes in feed regulations adopted by AAFCO following their normal rural making activity.

This national organization is comprised of state government feed regulatory officials. 

The National Grain and Feed Association (NGFA) automatically adopts AAFCO feed labeling requirements to guide the NGFA's Feed Trade Rules. These rules are incorporated automatically into applicable contracts entered into between NGFA member firms to the extent they are not expressly modified or excluded by the contract.
