2009 LEGISLATURE CHOOSES NEW LEADERSHIP The 101st Nebraska unicameral legislature convened on January 7, 2009. The legislature ushered in a new generation of committee chairs as term limits brought a batch of 15 new lawmakers to Lincoln. Committees of particular interest to NGF are the agriculture and natural resources committee. The new agricultural chair, Tom Carlson of Holdrege, is a former financial adviser with agricultural interests. During his nomination speech, Carlson stated that he would discuss with stakeholders the practicality of establishing a producer financed insurance program to supplement the current state and federal bonding requirements grain warehouses and dealers are required to hold. He also indicated that he would not support bonding or licensing requirements for ethanol plants or feedlots. The natural resources committee will also experience a leadership change as Sen. Chris Langemeier defeated Sen. Loudon for the committee chair. Langemeier stressed a greater balance between urban and rural interests, including addressing municipal storm water runoff concerns, and the continuing issues facing irrigation including ground and surface water regulations. Nebraska Grain and Feed Association (NGF) staff has been busy informing the new state senators on issues directly related to the grain industry, including the level of financial protection afforded to depositors of grain in state licensed elevators.
